From what I've heard, if your vent is plugged or the cap isn't working right the fuel system will suck the plastic tank in and it'll stick that way, reducing it's capacity. I haven't actually seen it happen, but I've heard it.
And yeah, my truck doesn't really enjoy being filled at our truck pumps either. I had my stuff all apart and actually pulled that green ball out of it, but it's there to keep the diesel in your tank in case the truck rolls over. I assume it's to keep it from becoming a giant lake of fire if things go really wrong, but to be honest it's not worth me losing a whole tank of fuel in a wreck just to fill up a little faster.
