What is the drain hose by the starter and oil pan?

There is a drain hose by the starter and oil pan that has steamy material coming out of it while running and leaves a small spot when parked. It is not attached to the fuel filter. What is that venting? PCV?

Crank case vent. Is there alot of smoke coming out of it
