idling too high

i recently removed the top of my pump cuz it was cracked and spraying fuel everywhere. i put it back on and it still leaks but the wierd thing is that i can't get it to idle any lower than 1000 rpm. i had the throttle lever right off so it was as backed off as it can possibly get and it still won't idle down. i had the fuel screw turned in 2 1/2 turns so i backed it out to stock and it's still idling high. what the heck did i do wrong?
