No Power Uphill

I had previously posted about a problem that happened to me that felt as if the clutch was slipping....Well today I got back on the highway and the same thing happened again, except I saw puffs of white smoke coming from the tailpipe, going downhill I have no problems, only uphill, (I have a tick over 1/4 of a tank) my thoughts and assumptions are that the pickup in the fuel tank is not getting the required amount of fuel, does this sound about right? If so, what is a permanent fix to the problem.
1992 D350 CC LB 5-spd CTD, 366 GSK, Rotated Fuel Pin, Fuel Screw 1 turn off runaway, Factory Match Pyro and Boost, 4" Diamond eye exhaust, and a broken front sway bar :-)

Have you added fuel to see if the problem goes away. That would be the very fist thing to do.

lift pump goin bad? when mine was i could park on a steep hill and it would almost die
1990 dodge W250 cummins 6 speed. 4in diamond eye, a turbo,and a pump :D

I doubt its the lift pump, I just installed one about 500 miles ago, Ill fill it up in the morning and see if that solves it, if it does, Ill be looking into dropping the tank and installing a sump or draw straw, whichever y'all think is best

found the culprit.....there was a piece of 1/4" tubing that the previous owner had used to patch a crimped piece of the original fuel line, I replaced all the fuel lines with 3/8" I.D. Line and left the truck with a 1/4 tank and romped it up and down the hills around here and couldn't get it to choke up, hopefully those lines fixed it for good.
