I had fuel leaking from the same place, all I did to fix it was tighten up the four allen head bolts holding the hydrolic head on. They weren't actually loose I just gave them an extra 1/4 turn or so and the leak stopped. It's a lot cheaper and easier than replacing or rebuilding. . . for now.

If you turned them a 1/4 turn, I'd think they were loose(r) than needed.

When reinstalling the hydraulic head, does one have to draw it up tight with the allen bolts compressing the two plunger return springs? I wasn't sure. Didn't know if I could simply push the head back into the pump case. Since it is a junk pump, I went ahead and pulled them together with the allen bolts.....

I had just adjusted the timing about a week before this without loosening any of the fuel lines and I think that is what caused the hydrolic head to be slightly loose.
