What does the thing do

That plug that goes into the fuel filter base, what is it? My friend and I both have a small leak right at / beside that plug and don't know what caused it
1992 W250, 5 speed, 4.10, Ext. cab Ext. bed, 12.5k winch, 75 gal. fuel tank

H1C/18

Fuel: THD 6x10 VCO sticks, THD 12 psi piston pump, THD fuel pin, 366 spring, fuel screw 2 turns in, timing to the head/ >1/4”

You mean the bottom of the filter? That is the water drain / water in fuel (WiF) sender.

If looking straight at the filter from the driver side fender, attached to the filter housing just above the filter and slightly to the right is an electrical plug. Don't know what it does.

Mine and my friends truck both leak right there

There is an O-ring on the top of the fuel pre-heater. Sometimes when you remove a stubborn filter it can loosen the stud holding the pre-heater...allowing fuel to leak. But be careful tightening it up...you can crank down too much and crack the pre-heater. But it could also just be a tired and worn out O-ring. They are a special square sided O-ring, and I believe you can buy new O-rings from Geno's Garage.

I noticed my drain was leaking one day and went to my local case ih and picked up a dual fuel filter setup (off of a magnum tractor) works great for me. Uses an ff42000 and an fs1221.
1993 w250 280k, 5 speed, 6x13 @80lpm, BD pin, 63/68/.80, 4200 gov, fluidampr, studs, springs, pushrods, 182/214 hamilton, W/M, steedspeed, PS I/C

If you'll notice, the part numbers for those filter elements:
FF42000: FF = Fuel Filter
FS1221: FS = Fuel Separator.
