Cavitation concerns for 8.3 and 5.9 ?

I have a friend with a 8.3 motorhome - who is about to replace the radiator due to external corrosion.
His local freightliner dealer recommended Rotella ELC coolant for about 18$ per gallon. (times 5)

I am wondering - are both the 8.3 and 5.9 susceptible to the cavitation damage of the liners issue ?

Is the rotella elc a good bang for the buck for that? If so- should it be used 100% concentration or
diluted 50/50 like for a car..... (would you use distilled-de-ionized water? )

are additives as good ?

Liners,,,,, as in cylinder liners? No liners here, these 5.9's are considered " Throw away " just like the 3208 cats.

8.3 does not have liners its like the 5.9

No liners in the Cummins line up below the 855 series engine.
