Replacing Filler Neck Grommet and can't get the neck out

I've got what is probably a dumb question but is there a certain way to remove the filler neck from the fuel tank? I'm trying to replace the grommet cause it rotted but it's feels like I'm going to screw the tank up as I'm bending and pulling on the neck.

The ones I've seen just pull out. I usually just twist and pull and it slides out. Maybe somebody glued it in to keep it from leaking? Take a screw driver or something and try to slide it in between the tube and grommet to break it free.

I've just been able to pull them out.
92 D350 Cab and Chassis. Auto stock, wiring gremlins. 330k miles
92 W250 Ext cab rotted completely out. Auto, pump maxed, 215 ppump nozzles, Denny T2 pin.
85 D350 single wheel, converted to cummins, getrag, turned up 2 turns and afc screw flush.

Well I just had a chance to start working on the truck again. I tried getting the filler neck out again and I swear I'll rip the fuel tank before it comes out Ha... I'm gonna try a few other things before I get desperate.

One thing to try.

Clean the area on the metal neck itself, put some penetrating lubricant on it and push it in a little then pull it out.

Maybe someone put some sort of sealant on it before and now the rubber seal won't slide on the filler neck? If that's the case, cut the rubber seal out and replace it with new.
