Trying to revive my 91'

I'm trying to revive my 91'. I can't get it to fire. It's been sitting for two years. I've installed a low pressure piston pump since the primer on the original didn't work. I pop tested all six injectors. 220 to 230 bar on all with clean spray patterns. I can hear the shut-off solenoid click.

What am I missing?
-1991 D-250 bone stock
-2000 Ford Windstar TDI Diesel 5 spd
-1997 Civic Hatchback
-Case 530 CK
-Old Huskee Garden Tractor w/Cub Cadet deck, Simplicity Snow-blower, loaded tires & chains - is it weird the tractor is modded more than my truck?
-Speedex Walking Tractor.
-BCS Walking Tractor

Do you have a good battery so it spins over good? Primed it to the IP? Crack all 6 injectors open to bleed it out? It should go.
It might also be sucking air before the LP. If you don't have a good spray of fuel at the injectors, remove the FSS plunger just to be sure it's not that.

As far as I can tell the pump is primer properly. I cracked all six injectors. Do you know if it's possible for the fss to click and the plunger not open?

It could be, I guess. It could click when it opens and bounce back closed. I would think if it has enough power to open it would stay open. Maybe check voltage to the FSS? check right on the stud itself, not the wire.

It's alive! I had indexed the throttle wrong when I resealed the top and the power screw wasn't in far enough.
