Lift pump lever???

On the lift pump it has a lever on the bottom of it and was wondering what that does and where it should be positioned?
1990 Dodge CTD,4wd,91 frontend conversion, Skyjacker 6" lift, 6" stacks,fuel screw 3/4 turn away from runaway,366 spring,afc delete,timing bump,piston lift pump,autometer gauges,05 Dodge wheels with 35's

it is a primer pump for if you run outa fuel or have to change the filter ans my old one locked in the up position
92 w250, NV4500, D80, maxed pump, AFC gone, extended fuel screw, more to come.
