Looked up the "needle valve" online, I understand now, although I think it should be called a shut off valve or something else, anyways I'll pick one up ASAP. Does this stay full open 1/2, 1/4, does'nt matter?

My understanding is that it is just barely cracked open so that the gauge shows the overall pressure being built but not the pulses. Start with it totally shut off, start the truck, and then crack it open till it shows pressure but no flutter. May have to try it a time or two to get it fine-tuned.
