You can see the drop of gas beading up about to drip from the lever in the picture. Worn out body/shaft?

Bill still a good chance the float is to hi and when fuel bleeds over it sits on the plate and shaft and leaks out the shaft seal, if the butterfly seals good gas could be puddling up and the shaft dont seal that good anyway. just a thought. should bu able to start it and take out the float level plugand bump the finder and gas should just spill out.

I am thinking the rear needle and seat isn't holding pressure after the engine is off and overfilling the rear float bowl.

You wouldn't notice the leak on a running engine. These carbs have nonadjustable idle circuits in the rear barrels. So there is some fuel flow threw them.
