Have a 91 inner cooled, power steering went out in Amarillo and had to drive it back to ft worth like that. Pull the pump yesterday and found the Cupler on the pump shaft that keys into the vacuum pump broke in two. Replaced the pump and still no power steering, jacked the front up and worked the wheel thanking there must be air but no luck. I even pulled the return line while running the motor and nothing came out. Pulled pump back off and ran the motor to make sure the vacuum pump shaft was turning and it is.... Any ideas?

Under the fitting in the rear of the pump,where the high psi line attaches,there's a spool valve. It can stick and cause the pump to not make fluid psi. I've had this happen before and it can be a real pita to make work right again. I don't know why they do this but the a1 cardone pumps have ruined my life more than once over it.
To make it go again, take the return loose from the steering sector and hold it up so no fluid will come out. with that off fill the reservoir full and cap it back up. Have someone crank over on the truck,without starting it, while you supply shop air to the return line to pressure up the pumps reservoir. The pressure will force the fluid into the pump,effectively evacuating the air trapped inside the vain and spool valve. This will work but will be messy.

It's a new pump, still think it could be stuck?

Brand new out of a dodge or Saginaw box....if not then yes.

Regardless of where it came from its probably air locked.
