Rear Brake Problems in the Cold

I noticed these past few years my left rear brake seems to brake much harder than the others. It has caused the tires to wear faster on that side. That side does leak a little gear oil but I don't think that would make it brake harder. Any ideas on what might be wrong?

Any fluid on the brakes will/can make them lock up.
