I put a vane (91.5+) vacuum pump on my nonIC 91. I had to trim the lower 3" or so off the bottom of the throttle bracket, and get a vacuum pump supply hose made up (CaseIH dealer, $30 or so). Othe rthan that, it was a near direct fit.

IS your fluid foamy or have any other contamination in it?

You may try looking at the flow control valve. It located in the pump behind the high pressure hose fitting. There's a good explination of how it works on WestTexasoffroads web site in the tech section.
