About $8-10000 crazy. They are big nasty pumps that throw a ton of fuel and do it quick. Hypermax also makes their own version as well as the original Frenchie. They would be totally undriveable and have terrible governor control.

These are injection pumps?
1990 D-250 Regular Cab: Tweaked injection pump, built transmission, a cataclysmic charlie foxtrot of electronics, the most intense street-ran water injection system in the country, and some more unique stuff.

Could it be possible to get a custom built SMALL Street friendly version of this pump made to take advantage of the quick injection time?

I have seen quick cut cams for the p7100. Usually they go with 13mm B&P from my research, and they are said to be race only pumps. But how would a quick cut cam work in a p7100 with 12 B&P?

I guess my real question is using X amount of fuel how does the time of injection affect the situation?

Every engine has an optimum amount of degrees for injection to occur. Say for the 5.9 it is 40deg. If you are injecting a small amount of fuel you will need a slower cam than if you are trying to inject a lot of fuel. If you put a fast cam with a small amount of fuel it generaly hurts performance because now your delivery is only say 10deg instead of 40, so you get real spikes in the cylinder pressure rather than a nice smooth push. That is the most generic explination I can give, its really much more complicated.
