I think the reason you are getting so many different answer's is because there are so many different ways of achieving the same goal, 400hp. I would think that an HX-40 should be more than capable of handling the air flow needed, as well as allowing the exhaust to flow fast enough to keep the egt's from getting to high. That would be the cheap route, an ats aurora, a custom s300, or s400 would probably also be more than capable, but what would probably be the best, albeit, most expensive way would be twins. If I ever get to 400hp I'll have to let you now what turbo I'm runnin. :D There should be some guys on here that have already jumped that hurdle, maybe one will pipe up and tell us what turbo they are using.

62/65/14 for 375-425 hp.
62/71/14 for 425-475 hp.
Just my experience from what I have run in the past.
These are for diesel only numbers.
If your 400 hp goal is with nitrous or water meth these turbos might be too laggy.

The first number is the intake impeller size in MM. The second number is the exhaust wheel size in MM. The third number is exhaust housing size in CM.
