I need some N00b schooling on the TV cable

Can someone provide the link on how to adjust it, and which way makes the transmission shift later?

and no, I do not want to pull the pan to adjust that little screw up in the transmission. I want to mess with the TV cable and see what it does.

when i went to a 4200 gov spring, my tv cable became usless until a little past 1/2 throttle, which by then, the truck was hauling ass. i can reindex the throttle and put the idle screw back in to fix the problem, but i wont be getting full throttle. i hope this makes sence to someone.
