47rh won't lock up above 1800 rpm...

Did 47rh swap almost a year ago. Works great very happy over all... I do believe it is a factory rebuild on the trans, But i've noticed that no matter what I do the TQ seems to "unlock" around 1800 rpm? I've been kinda stumped on it to be honest. It holds great at any rpm below that. But cruising at 65-70mph (2krpm) there is no difference in locked and un locked, also if i roll into the throttle there is no change between having it locked and unlocked... Is this normal for them or am i missing something? I was rather excited that my mileage would go up with a lock up trans, but in fact that is not the case. I have done quite a bit of searching, but haven't found anything pertaining to this issue. (could be me, my Google skills seem to be lacking lately)

more info....
trans won't lock above 1800rpm in any gear, any load, any amount of throttle.... I don't know of any circumstance that it has been locked above 1800 rpm... Leaning towards VB issue. May try to find one to swap out and see what i find...

Sorry I have no idea on what it is. kinda sounds like a pressure issue.
