TV Cable

so my shifts from 3rd to 4th are quite sparatic. first off, if im using lite skinny pedal, she shifts straight from 2nd to 4th, but if im really running her, she will stay in 3rd until defuel, then it feals like it stalls at 70 for a couple seconds (boost goes from 24-12) then it shifts hard, how can i change this, is it done by the TV Cable, or the tps?
1992 Dodge D-250 LE auto, LSD w/3.54, about 200,000+ miles.Isspro Pyrometer , Sunpro tach,Tractor Supply Boost Gauge, Old Smokey Fuel Pin,4 turns on fun srew, starwheel turn CCW 1 turn, 40hp injectors, BHAF,16 cm housing.Sony Head Unit.

i belive that is the tps,go to the cool project section and check out removing the tps, i did it to my truck and it works great, you can eliminat that, and you can make the truck shift in to od anytime you want (50miles, 60mile 70miles, or you can turn it off, if you gont want to do that then just let go of the peddle, when it does that,and it will shift nicely, my truck does that to
