Another overharging problem...

I have an 89 dodge w250. im having an overcharging problem. i have burnt up 2 battery's and 5 regulators already this year. I read a post on here about putting a relay on your regulator in order to get consistent power to the regulator. but i have not seen any change in the charging. My truck before it is running has a good 14 volts at the battery. relay has 12 coming from the green ignition wire. and 11 volts from the relay. After starting is where it gets all weird. i have 17 volts at the battery. 16v out of relay. idk what to do! is there somewhere else i should look. all he connections are good. grounds have been cleaned and checked. does anyone also know where the green wire goes from the regulator?

Screws are still holding the regulator tight? Did you scrape paint to get a good ground? You could try running a wire from the negative batt post to the back of the regulator to make sure its really grounded.
