dumb fss question

dumb fss question

So i put my pull cable on it works to kill the engine but will not start/no radio when fss wire is not hooked to battery. What could it be?
89 d250 getrag ripper, pump maxed,timed to the head,pull cable shutoff, 354 spring, straight pipe, 4:10 gears, in the shop: he351cw and 3:07 gears
90 w350 nv4500,ic motor, stock, 5" stack w a western hauler on back
90 w350 nv4500,ic motor, stock, 5" stack w a western hauler on back
