Wts stays on after engine running

93 auto. ECM took crap on me so I put od and ac on a switch. Old school voltage regulator. Wts stays on does that mean grid heaters are staying on? Haven't really noticed them clicking or not. Hasn't really been cold nough for the need. An help

Fusable link out by the duckbill looking connector is blown. Mine has a blade fuse holder and whenever it blows the light stays on and the heater fan doesn't work.
