92 no grid heater power

Okay guys I have a question... My grid heaters are not coming on. I have no power to the wires to the relays, I have 3.4 volts to the black wire with blue stripe on the temp sensor. The temp sensor Is not closing like it should when it is cold, but even if I jump the wires together still nothing. Pulled the plug off the pcm and cleaned the contacts. Put the pouch back in and tested the 5 and 8 volt circuits, at the 8v point I have 10v and at the 5v I have 9v... Where do I need to look next?

Is there power through the fusible links to the relays themselves?

^^ there was not Ike, Michael and I narrowed it down to the pcm. No power coming from it to the relays, continuity thru everything. I have a PCM to try and see if that's it.

Put in a push button and bypass the PCM if you don't want to spend the money on one. Easy job compared to what you have done to diagnose it. ;)
