No power when I turn the key

Hey guys I'm working on a 92 cummins. I just got done changing the governor spring (that took about 3 weeks as I lost the tophat). When I go to start it up nothing happens, nothing. It acts like a dead battery. I have tried multiple batteries and jumped it to another vehicle, still nothing.
The guys I got the truck from really messed with the wiring. There are about 50 things wired to the positive battery terminal.
The horn works, and the heater blows air when turned on with the key in the on position.
No dash lights, no grid heater, no clicking or buzzing.
I can't find any fusable links. And all fuses, that I have found are OK.
I am wondering where to start looking and which wires to trace to find the problem.

Sounds like a fusable link to me.

Here is what the fusable links look like....they might be wrapped in tape though...
