What is everything that the black box tucked down on the driver's side firewall control?
1990 D-250 Regular Cab: Tweaked injection pump, built transmission, a cataclysmic charlie foxtrot of electronics, the most intense street-ran water injection system in the country, and some more unique stuff.

Most likely grid heater controls for your year truck.

According to the FSM Diesel supplement:

ECM Inputs:
12 volt supply (Dark Blue)
Thermistor (IAT) (Light Blue/ Black)
Water in Fuel (Tan/ Black)
Starter Relay (Start Cycle) (Yellow)
ECM Outputs:
Wait to Start light (Dark Green/ White)
Water in Fuel light (Black/ Pink)
Grid Heater relay coil #1 (Yellow/ Black)
Grid Heater relay coil #2 (Orange/ Black)
