Something very odd happening with turn signals

OK someone please explain this one. Out of the blue my turn signals stop working but my hazards still work. i already replaced the flasher as well as the dimmer switch. Out of the fuse box im getting 1.5v for the turn signals and about 4v for the flashers. I am thinking that there's not enough volts getting to the turn signal flasher to induce enough voltage on the flasher windings to close the contacts. Has anyone had this happen or better yet does anyone know how to fix this.

Have you swapped your known good hazard flasher into your t/s socket?

Check wiring. These are old trucks, and the smoothest of them vibrate a lot.
