Have you added or messed with any lights. Time to start chasing wires it sounds.

Wet trailer plugs can cause funny things to happen.
If you have trailer wiring, start chasing it there.

Investigate anything related to the driving lights and instrument lights.
That includes any aftermarket stuff that may be hooked into the dash lights.

I've found in the past that a short in a tailight many times will burn at a weak point nearest the power supply, which is why most electrical is fused at a point nearest the power supply side.

That you are getting a burning smell tells me either it's fused with a higher rated fuse than it needs, or it gains resistance slowly, then pops the fuse.
Rust buildup and water can do both.
So can a high load device with an intermittant (or vibrating) connection.

My 91 was doing something similar. Found the wire bundle had rubbed on the parking brake frame.
