Inner Fender

As winter is comingi am beggining to take the truck apart one piece at a time. I pulled my inner fenders the other day and notice on the underside(facing the tire) at the very front there are brackets on each side, they do not appear to be being used and are only held on by a couple of spot welds. I was wondering what they are for and if it would make a difference if i removed them?
