I had that happen on my old chevy truck I used to have. I think it was the park feature ( wipers stop at the bottom ) was frigged up. When mine did it I took the switch out and it still was going. I ended up putting a switch to the fuse slot for the wipers. ( I was in highschool and there was no money to fix ) It worked fine, just had an extra switch to turn them on. Still had 2 speeds and washer function.
