surging 2nd gen

Hi all,
A friend of mine bought a second gen and has had some issues with it. First, he put fuel in it, and on the way home it started blowing blue smoke heavily on the way home. None of the gauges were doing anything out of the ordinary(h2o temp, EGT, boost, oil). So the guy he bought the truck off of said it was timing. We reset the timing using all the fun, expensive tools.
After that it was fine for about a week and now out of nowhere it started surging. It idles between 1000 and 2100 rpm's. It doesn't smoke all gauges are normal.
What's going on?

It is a '95 CTD with a garrett twin ball bearing turbo, '98 215hp injectors, 0 fuel plate, aftermarket DV's.

Today, we went through and changed the fuel filter, no change. Then we reset the governor springs to .040 (they were .120) The surge wasn't as bad, but still surged. It would surge from 500 to 1000 and if your revved it up and let off it, it would stall.
So, before I quit working on it I said let's pull the fuel line and see what the LP is doing. Needless to say, it barely pushed out any fuel. I pushed on the hand pump and it spray fuel out fine. Spun it over and barely sprayed out fuel again. It was a 1/2" draw straw and new 1/2" fuel line to the LP. The LP is stock with 115,000 miles on it.
We are going to order a pump and see what happens.

that'll do it good thing them p1700's arnt fuel lubricated other wise u coulda been in trouble
