how much hp and trq to the wheels can i expect without doing any head or cam work, just fuel pin, injectors 3200spring 16cm housing etc....

400 HP.
1990 D-250 Regular Cab: Tweaked injection pump, built transmission, a cataclysmic charlie foxtrot of electronics, the most intense street-ran water injection system in the country, and some more unique stuff.

I think 400rwhp is unrealistic on a stock turbo.
Fleet of Junk: 1989 D350 627rwhp 1300 tq B-1/Hx60 twins, KTA pump/injectors, ported head, BIG fuel supply. 13.75@ 109.5mph 1/4: 1992 W350 Cab-chasis, 1993 W350 ext cab cust.370 inj Hx40/16cm 290rwhp hydroboost brakes,1984 D350 crew-cab another project.

i just got a fuel pin and im about to put it in, the truck is all stock exept a stack and i belive the pump is turned up a lil, and i noticed the smoke screw is now a bolt, do i want to turn the star wheel all the way down while im in there? what about the afc spring? i am useing this truck this truck to plow and haul trees out of the woods etc...

The star wheel don,t realy give you any more power just low boost smoke if you want smoke crank it down if not leave it stock or turn it up some then it wont fuel hard till you build some boost. ;)

I never looked under your hood but I thought the old owner put a newer turbo on it. Its either a cooled H1C or a HX35. Take a look at the tag on the turbo, I may have it confused with another rig. I agree with KTA. 400 is not the easiest power to break. It takes bigger amounts of cool air. Your turbo is stock ( just not sure which one ) and you have no intercooler. If your going to work the truck leave the power low or you will have it busted. All high power does on a work truck is break everything behind it. Thats my opinion and others may not agree. :D

Richie i agree with you on that stock trucks will work more trouble free, but me and you must not want trouble free looking at our list of mods on our trucks :lol:

Neither one of mine has to do anything. I had a 97 and another 89 that had to work and those were left stock. :D

Yes.

What if the "etc" includes a new compressor?

Still un realistic. Hybrid hx35's and h1c's suck and are a waste of money.

I would say about 325-350 is the most you will get.
This also depends on the dyno too. Use a correction factor, and it will show more than you actually have.

I like mine. I might get another GDS compressor upgrade and a used H1C just to rebuild and keep as a spare while they are still readily available. 8)
