Remembering that the vane-pump is a positive-displacement pump, changing nothing else, the additional volume of space consumed by the additional vanes, would come at the expense of the same displacement in fuel.
As best I understand things, the only way we could get more out of our given vane-pump in a single rotation would be to make the assembly wider. (A larger diameter wouldn't work without an increase in the rotor's offset . . . to make it work). Even then, we can't go but so much (space limited).
