Your IP has 2 barrels inside of it, one inside the other. The inner barrel has one hole in the side, the outer barrel has 6, one for each cylinder. As the inner barrel spins, and the outer stays stationary, it's hole lines up with a hole in the outer piece. When the two holes line up, that cylinder gets fuel.

Advancement is done by rotating the outer barrel to match up the holes sooner, the spacer allows it to rotate a little farther.

So, when you put the spacer on the left, under the spring, it will allow more timing advance at higher rpms. In stock form, it is limited by the block plate/ksb assembly, and can only go so far.
