Give a rundown of all the mods, if any...

Injectors?
Intercooler?
Downpipe?
Intake/airfilter?
Boost tubes/intake horn?
Fuel Pin?
Govenor Spring?
Smoke Screw/Starwheel Mods?
Timing?
Turbo Setup?
Boost and EGT numbers at given loads and speeds?

Without running it on a dyno to find out, it's just going to be a guess...

He says stock, yet shows 4" exhaust in his sig... so what else is changed, air intake? etc.? If thats about it, I'd say you have maybe 160 at the wheels. Put the thing on a dyno!!

Hp can vary quite a bit from on truck to another given how worn certain parts are such as injectors.

That said, my last truck had the fuel screw turned all the way in (past the collar), had several other minor pump modifications (afc related and 366 spring), 21 cm exhaust housing, and had a 4" straight exhaust. It would do 85 in a quarter at its peak (7700 lb I/C'd truck). Punch that into a hp calculator and it was running in the vicinity of 370 hp at the crank (according to several web calculators).

I'd guess 220-250 at the wheels. Run it down the quarter mile if you're too cheap to dyno it. :D

They have HP calculators that can get pretty close.
