My 91, non-ic truck has a notched dampner, but there is no tach pickup or plug anywhere...

Yes, it needs the notches in the damper to work.
The notched damper was hit and miss in 1990 and 1991.
I 've seen notches in them for both years, but I can't say that the dampers weren't swapped to fix a bad one, or to make a tach work.

The 1990 and 1991s do have the factory supporting harness under the dash in a similar place to the 1992/3s.
I haven't thought to look at a 1989 to see if it also has the plug, so I cannot say one way or the other on it.
