Remove your shut off lever and return spring.
Turn the shaft with your fingers in the direction it would normally turn to shut down, til you feel it bump the gov assembly. You will want to install the shut off lever on the NEXT set of splines after you bumped the gov. This will ensure adequate pressure against the governor when shutting it off.
I had a pump shop do tht many years ago on my mom's jalopy. It was a year or so later when I discovered it. That, combined with 2 injectors from a set magically fixing themselves while sitting on the shelf for a year, has ensured I will not be patronizing that business again.
