Sounds to me like your timing is off.

that could be it but ive had this pump on and off about 5 times and i purchased the tech manuals straight from cummins and have the chilton/haynes manuals. Ive timed it twice but i could check it again. I don't really want to take the front cover off again. I shot some video but dont now how to post it. my email is jmd4993@gmail.com if you want to email me and ill send the video.

I've had something similar come in my shop and found the owner had not tightened the gear nut tight enough and had the keyway wallow out and retard the pump enough to cause this same thing. I'm not saying yours is the same but could be timing related. I'd advance the timing with the pump slots as far as it will go and see if that clears it up. If it does the back it off till your satisfied with the overall run/idle sound.

I've had this happen years ago when I was pretty green at building pumps, I had installed the cam plate 180 degrees off. Pretty easy to do, but it makes a difference.

I've done that also but mine wouldn't run at all.
