I'd start by checking the timing, or just advancing it about 3/16" for diagnostic purposes. I R&Red a pump one time and somehow, the pump gear jumped a notch backward, retarding my timing. Popped the gear off the pump, moved the pump back an inch, realigned the gear, and all was well.
I had the same symptoms you have- rough idle, white smoke to make a skeeter fogger jealous, no power, etc.
If the timing checks out, time to spray every line with ether (to evaporate any gunk or fuel), and let it run. Check for seepages. You could well have a pinhole like Cummins Pride mentioned.
