Don't know if its what you want, but I have a banks big head actuator on a 14cm housing I might separate.

Does the wastegate on your HX have a threaded rod on it?

If so, and you have access to an air compressor and regulator, just take your actuator off your turbo, hook the regulator to your actuator and set the air pressure at 35psi. Then, mark how much rod is extending out of the actuator and when you reinstall it you need to shorten the rod until your mark is showing when it's mounted.

That's how I set mine on my S300, though I don't know if yours will have enough travel afterwards to let the flapper open all the way up. you'll just have to try it and see.

One thing to think about is that even though you may have an actuator set to open up at 35lb., the drive pressure acting on the wastegate puck will play a large contibutor to when it opens.

That's actually a pretty good point. Have you tried just blocking off the wastegate hose? My S300 gated of right at 40psi without the hose hooked up. Just make sure you plug it so it's not a boost leak.
