Inner is not a u-bolt. Stock is studs and most replace with bolts if changing leaf pack height.

Twist it out, EZ-out if needed and put in bolts. Just watch the bolt length and amount of threads to ensure proper engagement without bottoming out.

Is it broken off down in the hole a ways?

If so, that's actually better.

Take a cheap socket that fits as close as possible to the inside diameter of the hole, then use a punch that fits as snug to the hole in the socket as possible and center punch the broken stud.
A transfer punch that fits the hole in the socket would be ideal. :)

Drill it with a bit @ half the hole's diameter and as straight as possible, then try to use a SQUARE bolt extractor, or the stubby style helix extractor (NOT an E-Z out!) to try to turn it out.
USE HEAT on the casting, if you can do so.
If it wont turn out, then you'll have to basically drill it as thin as possible, then try again, or try to tap new threads.

I agree completely with Mark with the added comment that if you need to drill and tap go ahead and go larger diameter (5/8) and simply drill out your spring plate to match. Studs are a little stronger (cause you can bottom them out and locktite them in good). If you use bolts make sure they go as deep as possible (cut them off or use washers as spacers if you need to). I have abused mine enough that they have been drilled deeper and tapped to 3/4". Grade 8 all-thread from the parts house makes good new studs.

Or better yet if your good with a welder build up a haystack of weld and then weld a Nut onto it once you get it high enough then you can just put a socket on the Nut and back it out of the hole
