Did you throw a wrench on the hold down nuts and see if they are loose? Might have to pull a valve cover to check #1. To tighten them properly you should pull the return line and injector lines off and use a socket on the hold down nuts. I had 1 injector on my 90 that was hand tight a few weeks ago, two of them were leaking, and I had checked them with a wrench before christmas. Pulled the return and injector lines, used a socket and they all took an 1/8 to a 1/4 turn before they were snug. Lightly greased the return line washers and bolts before reassembly, no leaks. No guarantee that reused return washers will seal without annealing or replacing them. I wouldn't pull the injectors without trying to tighten them down first.
