Being as there is no spark to run a timing light, how exactly do you time one of these pigs?

Either a specialty timing transducer, an arcane method with a dial indicator on the injection pump rotor, or by ear.
1990 D-250 Regular Cab: Tweaked injection pump, built transmission, a cataclysmic charlie foxtrot of electronics, the most intense street-ran water injection system in the country, and some more unique stuff.

I'm no expert, but I got about 1/2 a turn or less on my fuel pin before I hit the collar...that's really not much to turn up the power. Of course, 25 PSI is pretty good, so I dunno.

3200 RPM spring might help you.

Mine took 3 turns to hit the collar, I'll get a pic of the Pump relative to the head, thanks for all the advice

3 flats or 3 full, 360* turns? wow, that would be a LOT. Both of my non i/c pumps were about 1/2 turn or so.

Like Someone else said, a built tranny is all fine and dandy, but if they put a new, stock torque converter in, it will not matter how good the tranny is!!! Goerend, DTT, and Suncoast make the good torque converters. Hughes (?) makes an ok one for less money. There is plenty of power to be had, but you should get some gauges as mentioned.
-93 W350,CC, DRW, A518, Pump maxed, DDP3, DennyT, 4" DP, black muffler stack with flapper. HE351cw, CoolerTubz, PS I/C, 4601HP elec. fuel pump, 205k

In regards to the picture of my pump, some people actually push the pump all the way to the head? Approximately how many degrees advanced is that over stock? Seems like a good way to toast a hg.

what's the reason for a spring pulling on the throttle linkage that the throttle "opens"?
