I take it you haven't done a 366 spring? Take the pump top off then, IIRC, the govenor spring is hooked on one end to this throttle shaft by way of a swivel and the other end is hooked to the tophat/washer assembly. Once the top is off, you can push the throttle shaft through
Mine makes it VERY obvious where it's parked. LP, IP, oil, trans fluid

I fixed them all except the oil leak. It's just sweating horsepower
