What do you mean by tied up?
As far as fuel pump pressure, as long as there is at least 1 psi no injection pump damage will occur, unless one is draining their case pressure. So unless you are running humungous injectors and working it very hard they don't really need much for fuel pressure. The internal vane pump does a tremendous job. Now with good pressure, it doesn't have to work as hard, etc.... Also I notice a pump being a little more responsive with a little higher pressures than stock.
