Check your throttle cable as well
1990 dodge W250 cummins 6 speed. 4in diamond eye, a turbo,and a pump :D

with stock tires and 3.55s at 70mph in o/d you should be right at 2 grand.

First check to see if you're getting full throttle travel. The cables stretch allot over the years.

Pull the screw that your throttle arm hits when at WOT. My old 727 truck wouldn't break 70 with it at the stock position. Also, move the cable to the inner hole on the arm and make sure all the slack is out of your throttle cable.

It does sound like you're due a lift pump, but that stuff bandaided my truck and got me capable of 100 mph with similar mods to you.

X3 on the throttle cable. Have somebody hold the pedal down and see if the lever is actually touching the high speed stop screw. If you're lacking a 1/4 inch from the stop, that's a lot of ponies sitting in the barn waiting to get out.

I'm kinda thinking like RC, i bet your throttle travel is only opening up part way and your throttle stop needs to be removed.

my truck is an A518 auto and will do 85 in third.

My truck was the same way when it was all stock. I removed the wot stop screw completely and moved the linkage to the inside hole and now I can hit 85-90 pretty easy.

If you can't get the linkage to adjust up tight and need more pedal, the cable is stretched.
A simple solution is to place washers behind the pedal end of the cable to take up some slack.
