Yeah, they're a very common turbocharger.

A tad bit smaller than the HT3B which is the benchmark for twins setups; it would work below an HX35/ HX40/ HY35/ S300 just fine for a smaller set-up.
1990 D-250 Regular Cab: Tweaked injection pump, built transmission, a cataclysmic charlie foxtrot of electronics, the most intense street-ran water injection system in the country, and some more unique stuff.

could you run just this set-up, not looking at doing twin's.

You could run it, but I wouldn't recommend it.

Also, I haven't looked at the Ebay page, but I would be willing to bet is is a cheap knock off of a Holset turbo. A lot of people do that on Ebay.

You would have a very hard time spooling it.

4000 RPM governor spring and a converter with a 3000 RPM stall, plus a 300 HP shot of nitrous should get it lit. :D
