I certainly am not the one to answer whether it is worth the money, but I think it is all you will need for your final plan so 'buying it once' will be exactly what you are doing if you get the modified HX35. It fits into your modest goals.
I looked at a lot of Signatures and even Pm'd some guys who did not list their mods, about their mods to get up to the HP/TQ levels they were boasting.
what i found was several guys claiming decent HP levels , with no EGT issues, and they were using STOCK hx35's so a modded one should be great??
I bought a bone stock one with 12CM and once i get all my other ducks in a row I'll already have the right plumbing in place to buy a modded one.
