There is, from the top down, connected to the lever: the AFC pin, gov spring, governor, pivot point, fuel collar. These are in its essence.
When you mash the throttle, it pulls the lever which pivots the collar towards the driver in a front to back motion. As the RPM's go higher, it spins the governor faster. The governor has special weights that push a pin towards the lever, in turn towards the driver. Since this pin is on the same side of the pivot point and just below the governor spring, it works against the spring. A stronger spring makes the governor has to use more force to move this lever. When the governor has successfully gained enough force to push the lever, it moves the fuel collar backwards away from the driver thus limiting the amount of fuel injected.
