cold air coming out the dash vents

I have a 93. When I have the defrost or floor heat on i get cold air out the vents. When I run the vents with the heat on its luke warm at best. Where do I look to get the cold air to stop.

disconnect the vacuum line to the outside air vent...inside the glove box hole. zip tie the door shut and that should do it. Worked for me and now I have constant recirc for my ac or heat.
